6 hours: I'm waiting on some pop-rivets for the elevator, so back to the rudder. First step was to modify the lead counterweight so that it fits over the rivet heads inside the rib. Then I countersunk and installed it with bolts.
Then I assembled the rudder and started riveting the counterweight skin and main skin.
